Each SharePoint CAL needs a SQL Server CAL if SQL Server is not licensed per server. The same is applicable to Windows 2003 Server.

Paula - Thanks for the posting. For only information..few days ago I used Sharepoint 3 hosting service with asphostportal.com . It starts from $4.99/month, we already can start using Windows Sharepoint Services.
Why buy a license or cals ever? The free WSS has plenty of collaboration tools. You can setup plenty of WSS applications with no license that are fully internet accessible.
non-employees can simply be added to active directory, given limited network guest permissions ... and have full use of the sharepoint site.
To quote our business analyst ... "I've never seen a sharepoint system that cost less than a million dollars in licenses and development" ... until mine.

You have missunderstood the licensing of WSS.
WSS is not free licensed. Is included in the license of Windows 2003 o Windows 2008 and the CALs are included in the licenses of your XP or Vista clients.
For internet based sites you need a special license of Windows 2003 and the internet connector (you should to contact with Microsoft to get it) and a separate back end server to store the data. Obviusly the license price of all is cheaper than MOSS.
About the functionalities MOSS privides many more things like Web Content Management, BDC, integrated search (scalable), forms server, My Site, etc that you can emulate with free components on codeplex (without support) or you can develop it (increasing the final price).
